Accessibility starts with the structure of the service.
Most accessibility failures in public digital services come from structure: templates without heading order, documents published without tags, and vendor contracts that leave remediation out of scope. Each new page and PDF inherits the defect.
The durable fix is upstream. Define the content structure, the document requirements, the staff workflow, and the vendor acceptance criteria together, and the service stays accessible as it grows.
